NDIS Budget Changes — what they mean for you

Here's what the Government has announced:

• 30% cut to the Social and Community Participation component of plans — starting as early as October 2026.
• Tighter eligibility rules — based on functional capacity, not just diagnosis. Begins 1 January 2028.
• Participant numbers expected to reduce from 770,000 today to around 600,000 by 2030.
• A new $200 million Inclusive Communities Fund — but funding goes to organisations, not directly to participants.
• Plan rollovers will end — unspent funds will no longer carry over.
• A new digital payment system rolls out from July 2026.
• New planning framework begins 1 April 2027.

If you or a loved one is an NDIS participant, you may experience:

• Less funding for community access, social outings, and group activities.
• More pressure to use every dollar wisely — no more saving unspent funds.
• Possible re-assessment under the new functional capacity model.
• Fewer plan managers and providers to choose from as registration tightens.
• Greater need to plan carefully — every hour of support will count more than ever.

• Review your current plan now. Understand what you're funded for and how it's being used.
• Get better value from every support hour. Quality, consistency, and outcomes matter — not just hours on paper.
• Compare providers. Ask the right questions:
  • Do you charge under the NDIS price guide?
  • Will I have the same support worker each visit?
  • Do you speak my language?
  • How do you help me achieve my goals?
  • Are you registered and audit-ready?
• Prepare for re-assessment. Keep records of your support needs, daily challenges, and goals.
• Talk to a provider who understands your community. Cultural understanding = better outcomes.
